There are too many transients congregating downtown, especially in the area of Eagle Park. It is unsafe, particularly in the evening, for women & children to walk in the area. Human waste, discarded drug paraphenalia and general filth & debris are showing up all over the downtown area but particularly at the park, on Main St. and at the parking structure. People are sleeping in business doorways and catcalls & sexually suggestive comments are the norm when passing by many of the transients. How does the City and the Downtown Merchants expect to draw people in when there is so much negativity going on? Pretty soon businesses will abandon the downtown for an area their customers feel more comfortable in all that development money and energy will have been wasted.

Thank you Noel!! I support this and agree a 100,000,000 times. They can "REST" somewhere else. Parks are for everyone. However there are rules to follow and that has not been the case in the areas you just mentioned. Thank you so much for stepping up and bringing up the most important idea I can think of. If you want to lay around all day, and drink and smoke? GO SOMEWHERE ELSE! Aaaaaand please stop, with all the handouts and free meals, the group that hold their free meals, never cleanup after themselves and the city owned trash can is overflowing every single day. Left behind clothes and beer bottles, vhs movies and discarded shoes and food. So disgusting and really sets our "city image" all on it's own. Have a wonderful day Noel.

Noel-I concur. Do all these people walk to Roseburg? My guess would be by bus. It would be nice to know. Maybe our fine officers in blue could ask them where they came in from and how they got the ticket.

Illegal camping needs to be more than just a fine. Realistically this will never be paid, it should be a night at the lockup and confiscation of camping items and heavier enforcement.

JC-I agree with all except "a night in the lock-up". That would be just fine for them--free meals and nice place to sleep. The jail would likely put a felon out on the street to make room for the bum and the city would get a bill for their stay.

Put them in the car or in a cab and drive them to the county limits and let them out. Sounds harsh (I know) However, tough love is what's needed here. I stood for an hour or more, a few days ago, and chatted with a few gents, outside the Hub Barbershop. One of the individuals was just cited for Prohibited Camping in Eagle's Park. He admitted he was sleeping and he is homeless. However, when I asked him why he wasn't at the mission, they other man answered for him "they are full" < listening, curiously I asked, "well then, where do you stay at night?" The older man replied, "I have a camp about 5 blocks from here." shocked, I said "really, and what happens when you get another ticket for sleeping there?" He said, "well actually a business owner let's me watch his storefront at night, he let's me sleep behind his place and he gives me blankets" < shaking my head in disappointment, I asked "who is this storefront owner?" He looked at me and with no reply, he smiled. Handed the other man the change, (he had just asked passing pedestrians for, (saying "do you have $.50 so I can get me a burrito?")) and said "here, that's enough for one". I continued to chat with the old man, and asked about his injuries, and if there was anyone I could call or talk to for him? He replied, "No, thank you honey" Just as the other man came back across the street from the Downtown Market, he had a FourLoco in hand. Helped the older man to his feet and they walked back over to the park. Both men smelt strongly of alcohol and was showing signs of intoxication and the market cashier sold the beverage to him regardless. All I can say is, these folks do not have any respect for the officers or the law or the park. They laughed about it and were not discouraged at all from coming back to the park. Please tell me, when do these individuals actually get suspended from the parks? Why are they cited and then allowed to stay? I feel like sometimes, some of our officers would rather follow me around in my car, and harass and intimidate me and then allow these folks to continue their negative illegal behavior, effecting everyone and everything around them. Why do we get harassed and they get a free pass?

Actually labeling these people as transients is incorrect since that implies they have work or this is a temporary situation. These are vagrants that are permanently homeless and won't seek employment or a way to better themselves. They should be cited for vagrancy and sent to ICE if they can't produce proof of citizenship, that would at least get them out of this area.

I'd support that. Great suggestion, JC. I have no idea where ICE is, but you know what, I do not care. I'm sick and tired of the same individuals fighting in the streets, yelling and cussing at each other. They hang out all day long out front of the Presbyterian church and the Fellowship Church. Waiting for the next free meal. The problem is, they never leave.

I own a building in town with off street parking across from the drug classes required when people get DUI and DUII. They park in my lot, yell at the tenants, swear when told to move, and throw litter on the lot. If they aren't taught responsibility for their own actions they will be in class again. Class times there are an additional 10-20 hanging out on the corner before classes.

Then the transients used my outside plugins to charge their cellphones and laptops until I purchased locking covers. They threaten customers of the building occupants and make people not want to shop there. Last winter they were throwing their bags of feces on my roof which plugged the drain on the flat roof causing $10,000 in damage that was not covered by insurance. My tenants call the police as soon as they see people and if the police aren't busy they do respond. TOO LITTLE TOO LATE!!!! I work hard to keep a nice building but the city does not do their part to keep a nice SAFE downtown.

I am sorry these people are homeless, but for many it is their choice. There are beds available for them but they must be drug and alcohol free. They choose to not comply. The public should be able to choose to not allow them freedom in town. They need to be constantly harassed--WEEKLY, DAILY, and HOURLY. This is the responsibility of our city and our police. They are not doing their job.

We've all seen or read the stories of "homelessness" around the nation. It has been getting worse. And it will continue to get worse, especially since nothing substantive is being done to resolve economic or moral debts. This site needs to be more than a bitching site. How about actually discussing solutions. Consider how the problem "ought to be resolved". With the greatest compassion and effectiveness. With plenty of discussion aimed at what the solution needs to "look like" then a strategy can be designed to get us there. Of course laws will need to be implemented, and changed. But if anyone wants to take the problem of "Vagrancy" seriously, then let me know. I'd love to contribute to solving the problem.

Sigh. I read complaints about the homeless. And the solutions? Ashley has one. I'll give her credit for that. Who else? I don't agree with her solution (take them to the county line and dump them off). I've thought about doing that to dogs and cats that have crapped on my lawn. But dumping cats and dogs off at the county line would be inhumane. Doing this to people? Wow. Look, I recently read that our federal government is spending 64 BILLIONS in "foreign aid" this year alone! I'm of the mind to teach people to fish, rather than giving food, money, shelter, and so on. Let's have a conversation that requires solutions. Solutions are like opinions most of us have them. So why not discuss solutions rather than repeating what we already clearly know? So here's mine. Mock me if you want but if you have a better one I'll step right up and will happily admit you idea makes more sense. That's what forums like this OUGHT to do. So, what if our state, and or federal representatives would set aside land suitable for developing land for the homeless? Visualize an army post. Self contained. Partially built with the objective that the "homeless" could build out the project. Those too addled to work should be considered for some kind of low level work. Those better suited to build, cook, think, can be given positions of responsibility. At some level a below societal minimal wages can be provided to those who work. The room, board, and security should be provided, No alcohol. No drugs, no pot. Anyone found loitering in town (several chances) or obviously incapable of taking care of themselves - we see many of these here and they are all over the nation, can be sent to the "organized" homeless shelters where those who have a desire to pull themselves up will be offered opportunities to do so. The "problems" with this solution ought to be solved by the tenants AND the local community (those communities within the county where the shelter is located. OK this is one solution. Give me better. The best solutions should then be collected for further discussion. And understand that when a suitable solution is attained then real action to press upon our government representatives must then be sought. Anyone with me on this idea?

Moving the homeless to the county line, or to their last know address merely waves the problem away temporarily. Like waving flies away. They'll be sure to come back and the futility of treating the symptoms should be evident. Los Angeles County has an estimated 100,000 homeless. Orange County California is abutting Los Angeles County. They have a similar number of homeless. If this seems unbelievable I urge you to do some research. This is a growing problem and it will get worse. We've all read about the problems in San Francisco. Smaller cities, especially where the climate is easier for the homeless seems as bad relative to those general populations. America has a very real economic problem. A debt problem which is guaranteed to exacerbate the homelessness disaster. Relief is necessary now. Relief might come if concerned citizens begin to organize to address the problem. It's evident that our politicians would rather wave the problem away.
